THE RETICULATE PROJECT

Easi funding programme – EU Programme for Employment and Social Innovation.

In Italy, at local and national level, as well as in many European countries, the response to the complex challenges of inclusion passes through dispersed, complex and multi-level welfare systems. The challenge is to ensure integrated access to basic services. This is a strategic approach to make measures to fight poverty and social exclusion effective.
Reticulate is a project that experiments with the integration of services and opportunities offered by the current fragmented service system.
By setting up One Stop Shops in four pilot areas in Tuscany (Capannori, Pistoia, Grosseto and Livorno), services, procedures and tools are re-designed by public actors, the third sector and particularly vulnerable social groups. The project aims at responding, in particular, to the needs of the homeless, who are particularly difficult to reach by support services, and families with minors who receive specific financial support.

EXPECTED RESULTS

After an initial study phase of the existing models in the 4 pilot areas, which also includes dialogue and service co-design paths together with the users, and a study of the existing models in Italy (Piana di Lucca, Turin, Palermo) and in Europe (in Greece and Belgium), the project will test a real innovative model in the four pilot areas in Tuscany, where 4 One Stop Shops will be made operational.

 

The data collected throughout the entire experimentation phase will allow an impact analysis of the proposed model to be developed, while the dissemination phase of the results will aim to raise the awareness of policy makers and insiders in order to promote a more effective and integrated system of services.

INTEGRATED SERVICES MODEL

RETICULATE establish an integrated service model able to offer support for access to income support systems, labour inclusion and primary goods and services, through the development of a model for managing resources, opportunities and skills, currently spread among different entities and functions.

COOPERATION BETWEEN PUBLIC SERVICE PROVIDERS

Fostering cooperation between public organisations, civil society and users through their involvement in participatory processes to identify critical points and possible solutions.

One Stop Shop

Experiment with the functioning of One Stop Shops, as physical spaces where non-stigmatised responses and integrated services are made available to people in vulnerable situations.

SERVICE SYSTEM

Disseminate the results of the experimentation promote structural improvements of the service system
